Türkiye's AI Action Plan 2026-2030: targets and what it means for the creative sector

Prepared by the Ministry of Industry and Technology and announced in June 2026, Türkiye's AI Action Plan 2026-2030 contains 16 priority actions across four axes. According to Anadolu Agency on 18 August 2026, the headline targets are:

  • AI literacy training for 5 million citizens within 24 months.
  • Occupational transition assessments for 1 million workers by the end of the plan.
  • At least $10 billion in mostly private investment.
  • At least 1 gigawatt of installed data centre capacity by 2030.
  • At least 2% of the public investment budget allocated to AI projects.
  • A 10 billion lira National AI Research Fund and a 15 billion lira AI Growth Fund investing in at least 20 startups.

Minister Mehmet Fatih Kacır said: "As Türkiye, we will be among the pioneers of this transformation, not its spectators."

What it means for the creative sector

The plan doesn't target design directly, but its impact will be large. As AI literacy spreads, clients will know the tools and expectations will change: faster delivery, more variations, lower production cost. That shifts the value of agencies and designers from production speed to strategic thinking.

Another key heading is the ethical and regulatory framework, signalling that Turkish rules on labelling AI-generated content and copyright will become clearer. For brands working abroad, similar EU rules are already in force.

What to do

Teams learning to use AI tools deliberately, defining where human decisions are required in production and putting brand rules in writing is the surest way to get ahead in this shift.
